Any acceptance of normalizing ties with Israel under the accords would be a major turnaround for Riyadh, which has long opposed the prospect.

Trump’s announcement came a day after the US Department of Energy announced that Washington and Riyadh signed a “peaceful nuclear cooperation agreement for a multibillion-dollar partnership lasting decades” as well as a “bilateral safeguards agreement” related to the launch of a civilian nuclear program.

The deal requires approval from the US Congress.

Several US media outlets have reported that the deal would allow Saudi Arabia to enrich uranium domestically rather than import nuclear fuel.

Such a provision would be a major departure from Washington’s approach to civilian nuclear programs abroad. He has long opposed the provision of enrichment technologies and knowledge to countries that do not yet possess them.

But in a statement on Thursday, Trump appeared to deny the report, writing without further context: “There will be no enrichment!”

“The United States does not oppose civilian (non-enriched) nuclear facilities,” he added.

Uranium enrichment is not prohibited by the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), to which the US and Saudi Arabia are signatories. Enrichment is necessary to create nuclear fuel, but when done at a much higher level, it is also the basis for creating nuclear weapons.

Iran’s enrichment of nuclear materials was the main justification for the long American-Israeli war, which began on February 28. Tehran has long maintained that it does not seek nuclear weapons, viewing enrichment rights as a matter of sovereignty.

Saudi Arabia has also long pursued a civilian nuclear program in an effort to reduce its dependence on fossil fuels.

However, non-proliferation groups have sharply criticized the deal announced Wednesday, and several lawmakers said it could lead to a nuclear arms race in the Middle East, especially if the deal allows for domestic enrichment.

Some warn that this could encourage Iran to seek nuclear weapons. Israel too for many years valued to possess nuclear weapons, although the US government has long followed a policy of ambiguity towards the ally.

Turkey, Egypt, and the United Arab Emirates maintain civilian nuclear infrastructure to varying degrees.

“Many Questions”

Reporting from Washington, D.C., Al Jazeera’s Mike Hanna said Trump’s latest claim about the Abraham Accords added further confusion to the deal.

“That… doesn’t seem to be part of the original agreement either,” he said. “So there are a lot of questions, and no doubt there will be a lot of questions in Congress.”

Several Arab countries have agreed to normalize relations with Israel as part of the Abraham Accords, originally signed by the UAE and Bahrain in December 2020, during Trump’s first term as US president.

The move made both countries the first in the region to recognize Israel since Jordan in 1994. Morocco and Sudan have also signed agreements, although Sudan has not ratified the agreement.

Although the agreement remains in principle, Israel’s relationship with the signatories has soured amid the genocidal war in Gaza. Before the conflict, the agreement was largely criticized for sidestepping the Palestinian issue.

Both Trump and former US President Joe Biden’s administration have been vocal for years in pushing for Saudi Arabia to join the accords.

President of the United States Donald Trump said that a agreement on civil cooperation in the nuclear sphere with Saudi Arabia is “entirely contingent” on the kingdom normalizing relations with Israel under the Abraham Accords.
