For retail folks, the latest bill introduces a tiered system: following a knowledge test, they could buy up to 3 million rubles in crypto and transfer up to 1 million rubles in crypto abroad. President Vladimir Putin stamped the mining bill into law in 2024, cementing Russia\u2019s bold pattern of regulated experimentation instead of flat-out bans.<\/p>\n

Now, the foreign trade participants have the most room to maneuver, but some restrictions on regular people have been lifted as well: according to the legal docs, the latest draft version removed the requirements for crypto holders to disclose wallet addresses, while reporting would rather focus on balances and transaction volumes. <\/p>\n

Still, all of those trades are overseen by the Bank Of Russia, while the provisions are expected to take effect on September 1, 2026. Notably, this move applies a similar strategy to SWIFT.<\/p>\n

Major Economies Turn To Crypto For Different Reasons<\/strong><\/h2>\n

The largest European financial conglomerate famously blocked Russian participation in the cross-border market back in 2022. This year, they opened a multi-chain ledger specifically for cross-border payments. Other major economies across the globe have been moving towards adoption as well.<\/p>\n

For instance, Japan just completed their own digital asset framework, reclassifying assets like Bitcoin (BTC), Ethereum (ETH)<\/a> & XRP as financial instruments.<\/p>\n
