What did I miss? It turns out, quite a lot &#8211; including until the end <strong>Uber-Waymo<\/strong> <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/techcrunch.com\/2026\/06\/29\/waymo-and-uber-quietly-part-ways-in-phoenix\/\">partnership in Phoenix<\/a>. Uber and Waymo still have a partnership for robotaxi services in Atlanta and Austin. That is not the question <em>when<\/em>but <em>when<\/em> will these agreements expire? But this, in my opinion, is not the most interesting question. I&#8217;m much more intrigued to see how these two companies will fare after the rest of the partnership is over. <\/p>\n<p class=\"wp-block-paragraph\">There is already tension with Uber executives taking not-so-subtle shots at Waymo. I expect that when the partnership ends, these thinly veiled barbs will be replaced by more direct action. One of the battles will be politics, particularly the markets where robotaxi companies are trying to gain access. <\/p>\n<p class=\"wp-block-paragraph\">This week we saw another interesting development in the autonomous vehicle industry in the federal arena. <strong>National Highway Traffic Safety Administration<\/strong> administrator <strong>Jonathan Morrison<\/strong> issued a directive to developers of autonomous vehicles, saying it is unacceptable for their vehicles to interfere with first responders or law enforcement.<\/p>\n<p class=\"wp-block-paragraph\">Money quote: &#8220;Let me be clear: the failure to detect and respond appropriately to these situations constitutes a functional failure. Emergency situations are not rare or extreme &#8216;borderline cases&#8217;. Therefore, NHTSA today is issuing a call to action for AV developers and operators to immediately focus their resources on addressing this problem.&#8221;<\/p>\n<p class=\"wp-block-paragraph\">Morrison&#8217;s letter never names any robotaxi company and was sent to all AV developers on the Department for Transport&#8217;s list <a href=\"https:\/\/www.nhtsa.gov\/sites\/nhtsa.gov\/files\/2025-04\/third-amended-SGO-2021-01_2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Standing general order<\/a>. But Morrison appears to be directing the agency&#8217;s ire at Waymo.<\/p>\n<p class=\"wp-block-paragraph\">Previous <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/techcrunch.com\/2026\/03\/25\/waymo-robotaxi-roadside-assistance-emergency-first-responders\/\">TechCrunch investigation<\/a> found that Waymo, which operates the largest fleet of robotaxis in the United States, with vehicles in cities such as Los Angeles, Phoenix and San Francisco, has repeatedly run into first responders. And just this week, the head of San Francisco <strong>Bilal Mahmud <\/strong>said he was planning to <a target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/www.kqed.org\/news\/12089915\/sf-supe-to-launch-inquiry-on-waymos-july-fourth-traffic-meltdown\">submit a request letter<\/a> to examine how autonomous vehicles have affected public transit and emergency services following the July 4th fireworks, which led to massive traffic jams. This is reported by local news publications <a target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/www.nbcnews.com\/news\/us-news\/waymo-cars-stranded-san-francisco-streets-drain-batteries-rcna353089\">had to tow numerous Waymo robotaxis<\/a> after discharge during a long traffic jam.<\/p>\n<p class=\"wp-block-paragraph\">Morrison&#8217;s letter is important. But will there be significant implications for AV developers? It&#8217;s hard to say at the moment. For now, NHTSA has required the companies to submit &#8220;solutions&#8221; to the agency by the end of the month.<\/p>\n<p class=\"wp-block-paragraph\">Another news from the feds. Take a look at what&#8217;s new <a target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/www.reginfo.gov\/public\/do\/eAgendaMain?operation=OPERATION_GET_AGENCY_RULE_LIST&amp;currentPub=true&amp;agencyCode=&amp;showStage=active&amp;agencyCd=2100&amp;csrf_token=B9B85FE3B5A9BE64A50B01A9AFAAEAEAD1C5B91080BDDC46BA25550955AD0F1297ADF4EBCC301C77AADAC79BABE595A27923\">Regulatory Plan and the 2026 Single Agenda<\/a>which was updated last week. It contains a long list of proposed changes to the requirements of the Federal Motor Vehicle Safety Standards (FMVSS), which govern vehicle design and equipment requirements. The increase comes at a significant time for the electric car maker. The company started shipping its new R2 SUV last month and recently <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/techcrunch.com\/2026\/07\/02\/rivian-thinks-it-will-sell-more-evs-than-expected-this-year\/\">raised the sales forecast<\/a> by 2026. The company said it now expects to deliver between 65,000 and 70,000 vehicles after beating its own expectations in the second quarter thanks to strong quarter-on-quarter growth in EDV and R1 compared to the introduction of R2 deliveries. <\/p>\n<p class=\"wp-block-paragraph\">The company did not explain the reason for the increase. But remember, Rivian isn&#8217;t profitable yet, and ramping up production of the R2 \u2014 or any vehicle for that matter \u2014 doesn&#8217;t come cheap!<\/p>\n<p class=\"wp-block-paragraph\"><strong>Other suggestions that caught my eye\u2026<\/strong><\/p>\n<p class=\"wp-block-paragraph\"><strong>Bidbus<\/strong>a Los Angeles startup that created a digital marketplace where multiple dealers can bid on a car, <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/techcrunch.com\/2026\/07\/07\/this-startup-is-pitting-dealerships-against-each-other-to-bid-on-your-used-car\/\">raised $15 million<\/a> in a Series A funding round led by Ibex Investors. Mucker Capital, FJ Labs, Motley Fool Ventures, Data Point Capital, Walter Ventures and Yossi Levy of Car Dealership Guy also participated.<\/p>\n<p class=\"wp-block-paragraph\"><strong>Elevator<\/strong> said he was planning to <a target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/www.lyft.com\/blog\/posts\/lyft-acquire-serveo-bikeshare-spain\">to acquire<\/a> Serveo is a bike sharing company in Spain. Terms were not disclosed, but the ride-hailing company said it plans to close this year.<\/p>\n<p class=\"wp-block-paragraph\"><strong>Tyson<\/strong>british battery launch, <a target=\"_blank\" rel=\"noreferrer noopener nofollow\" href=\"https:\/\/micromobility.io\/news\/beyond-lithium-taisans-ps4-65m-bet-on-sodium---ion\">raised \u00a34.65 million<\/a> in a seed funding round co-led by Eos Advisory and Midlands Engine Investment Fund II. The flights covered about 275 nautical miles, covering Virginia and Maryland. <\/p>\n<p class=\"wp-block-paragraph\">Long time followers <strong>Tesla<\/strong> will remember the heady days when <strong>Elon Musk<\/strong> struggled with various short sellers of the company&#8217;s stock. Musk is more polarizing than ever, and one exchange-traded fund creator has found a way to capitalize on that negative sentiment with two new <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/techcrunch.com\/2026\/07\/09\/dont-want-to-invest-in-elon-musk-two-new-etfs-explicitly-exclude-him\/\">exchange-traded funds v.
