Toronto police said they are investigating the latest attack with the help of the Royal Canadian Mounted Police (RCMP) and international law enforcement agencies.
Officer Jonathan Coe of the RCMP called it “another disturbing incident,” while the city’s mayor, Olivia Chow, called the attack “brazen.”
“I want to say to the person or persons responsible for this: We will get you,” Chow added.
The shooting happened around 04:45 local time (09:45 BST). Officers said they found a shell casing and damage to the building’s facade at the scene.
Toronto Police Deputy Chief Frank Borredo said at least two people were inside the consulate, but he noted that the building was “very heavily fortified” and those inside likely did not hear the gunshot.
He added that the investigation is ongoing and that police across the city have been asked to look for potential suspects.
“We will bring those responsible to justice,” Borredo said.
In a statement on X, the US Consulate in Toronto thanked the police for their response.
Police have been stationed outside the consulate since March, when shots were fired outside the building in what police called a “national security incident” at the time. No one was injured in the attack.
In June, police conducted raids in connection with the shooting. During the operation, 43-year-old police officer Mark Pinizzotto was killed.
Police later arrested several suspects, aged 18 and 19, who allegedly carried out a series of shootings, including an attack outside the consulate in March, as part of a wider gun-hire ring.
Two Jewish bakeries in the city also came under fire, at least one over the weekend. Police said Monday that there is currently nothing linking the two incidents, but they have not ruled out a connection.
“I am deeply disgusted by the shooting and vandalism that has occurred in Toronto over the past few days,” said Ontario Premier Doug Ford.
Meanwhile, Prime Minister Mark Carney said he was “appalled” and added: “Law enforcement has my full support as they conduct a thorough investigation and bring those responsible to justice.”
In May, U.S. officials arrested Iraqi national Mohammad Bakr Saad Dawud al-Saadi, 32, for allegedly planning more than a dozen attacks in North America and Europe targeting Jewish institutions and U.S. interests, including an attack on the U.S. consulate in Toronto.
Police in Toronto have not said whether al-Saadi is connected to their investigation, and they have not specified a motive for this latest shooting at the consulate.
