America’s Shield Special Envoy Christy Noem joins Mornings With Maria to discuss critical mineral exploration, AI competitiveness and Chinese surveillance operations in America.
China is allegedly running a highly coordinated “travel agency”-style operation to smuggle Chinese nationals across the U.S. border, former Homeland Security Secretary Christy Noem said Tuesday.
Speaking exclusively on “Morning with Maria” FOX Business. the current special envoy for America’s Shield, she said, is detailing information showing how alleged Beijing-backed networks are providing undocumented migrants with specialized documents and funneling them directly to the northern and southern borders.
“We’ve seen very coordinated attacks by people coming into this country from China,” Noem said. “Countries I’ve worked with in Latin and South America have told us how they’ve set up Chinese operations so people can fly into their countries, almost like a travel agency.”

“They showed up, they were given certain documents, a backpack, put on a bus, and then on a bus right across our southern border… And the overwhelming majority of the testimony was that they were people of the same age, young, mostly men, some women, but to a large extent it was a coordinated effort to get people into our country to change our country,” she added.

Republicans have warned for years about record numbers of Chinese immigrants crossing the border, reporting that over 22,000 encounters involving Chinese citizens on the southern border from the end of 2023.
US intelligence and the DEA are also repeatedly said that the vast majority of banned fentanyl precursor chemicals originate from chemical plants in China before being shipped to Mexican cartels for processing and trade.

“They contributed to it,” Noem said. “I wouldn’t say we’ve necessarily found a link to it officially, directly with the government, but absolutely, Chinese businesses, those associated with the CCP, those people who work with the cartels to make sure the product gets into the United States.”
“And remember, China has a thousand-year plan to destroy the United States. They are not just building up their army. They are not just manipulating their currency, they are harming us with their trade practices,” she said. “They have a plan to kill our country from within by destroying the next generation of Americans. They’re going to use whatever tools they have.”

Noem, a former congresswoman and governor of South Dakota, was ousted from her top job at DHS on March 5. Noah’s appointment marked a clear reversal of the open borders policy authorized by predecessor Alejandro Mayorkas during the Biden administration, and DHS reported record drug interdictions totaling more than half a million pounds of illegal drugs in its first year.
Under former Secretary Kristi Noem, the Department of Homeland Security announced in December 2025 that The Trump administration’s crackdown on immigration helped spur more than 1.9 million self-deportations and more than 600,000 deportations. Supporters hailed the numbers as evidence of a record-breaking law enforcement effort, although independent demographers and fact-checking experts disputed the methodology of the self-deportation estimates.
